בָּרוּךְ אַתָּה יְהֹוָה אֱלֹהֵינוּ מֶלֶךְ הָעוֹלָם, אֲשֶר קִדְּשָנוּ בְּמִצְוֹתָיו וִצִוָּנוּ לְהִתְעַטֵּף בְּצִיצִית:

The meaning of the blessing is:

Blessed You, O God, the King of the Universe, who sanctified His commandments and commanded us to wrap ourselves in tzitzis.
